EHI Consultants led the planning efforts in the development of a housing needs and affordability analysis of residents living within the Southend Park Neighborhood located in Lexington, Kentucky. EHI developed a strategy to determine the housing needs and financing/affordability needs of the neighborhood residents. Residential housing design guidelines, construction standards and conceptual floor plans with elevations were developed as part of the study. The plan developed by EHI applied housing construction costs to the housing needs of the residents to determine gap financing and the level of relocation assistance that will be needed for neighborhood residents.

EHI developed and conducted a residential household survey of the neighborhood residents to gather socio-economic data that was used in the design of the housing and financing program.
